"The threads are poorly cut and I don't have any confidence in using it. The threads I'm trying to tie it into are Canon (72mm) and B+W (77mm) so neither of them are likely to be to blame.
This step-up ring only goes to prove that you will always get what you pay for...

"I GOT THIS RING TO SAVE HAULING ALL THOSE FILTERS
AROUND. BUT BE CAREFUL, THE THREADS ARE EASILY
DAMAGED. THE RING I GOT HAD SLIGHTLY FLATTENED THREADS. HAD TO CLEAN IT UP WITH A VERY SMALL FILE. DON'T INSTALL IT WITHOUT CHECKING BOTH SETS
OF THREADS CAREFULLY.
